Rough sleeping 'tragedy' persists as figures rise for seventh year

Tory Britain: Number of people sleeping rough reaches highest level since records began

Across Greater Manchester there has been a 40% increase in rough sleeping, in spite of promises by combined authority mayor Andy Burnham to end the problem by 2020.

The worst-hit authority was Westminster, where 217 people were found to be living outside of a home, although the number had dropped by 17% from 260. These numbers are snapshot counts and estimates but the most accurate we have to work with to inform local and national action.

He continued: "The number of people sleeping rough fell under Labour but has more than doubled since 2010, and is up for the eighth year in a row under the Tories". Many believe that the figures don't reflect the true number, as they are arrived at following a count on one night by Salford City Council.

- There were 1,137 rough sleepers in London. It can have a devastating impact on both physical and mental health, destroying self-esteem and creating much bigger long term issues. This is an increase of 18% from the 2016 figure of 964.

- Rough sleeping in the rest of England was up by 14% from the 2016 figure.

In autumn 2017, the capital represented 24 per cent of the England total of rough sleepers, a small increase from 23 per cent a year earlier.

There were 3,614 rough sleepers outside the capital, an increase of 14% over the year, and nearly half this increase was accounted for by only eight local authority areas: Brighton & Hove, Medway, Southend-on-Sea, Oxford, Tameside, Worthing, Salford and Eastbourne.

This year's figures also show nearly one (0.94) in every 1,000 households in Hastings was sleeping rough during autumn 2017, above the national rate of 0.2 rough sleepers to every 1,000 households.

- Nationally, 20% of people sleeping rough were non-UK nationals.

Statistics published by the government on Thursday reveal that an estimated 4,751 people bedded down outside overnight in 2017, up 15% on the previous year.

"Rough sleeping ruins lives, leaving people vulnerable to violence and abuse, and taking a terrible toll on mental and physical health".
