But it gives the Pentagon and other agencies some discretion in the matter. Trump had previously proposed to reverse that policy, though it was met with several legal challenges.

It is hard to know how this rejection of transgenders will play out, not only because of how the Pentagon develops it, but because the issue is being settled in the courts.

The new directive adopts recommendations from Defence Secretary Jim Mattis that "transgender persons who require or have undergone gender transition" can not serve.

"There is no evidence to support a policy that bars from military service patriotic Americans who are medically fit and able to deploy. Our troops and our nation deserve better".

Mr Trump's earlier ban was first announced on Twitter in July 2017, when he posted: "The United States government will not accept or allow transgender individuals to serve in any capacity in the U.S. military".

"Barring further court action, the administration can not implement this ban", HRC said in a statement.

Today, the President rescinded his previous memorandum on transgender service in the military in order to allow Secretary Mattis to implement a new policy developed through extensive study by senior uniformed and civilian leaders, including combat veterans.

But in the following months, multiple judges blocked Trump's ban as unconstitutional, preventing it from going into effect.

"After comprehensive study and analysis, the Secretary of Defense concluded that new policies should be adopted regarding individuals with gender dysphoria that are consistent with military effectiveness and lethality, budgetary constraints, and applicable law", the statement said, according to Fox News.

He said that allowing some of them to serve would amount to an exemption of certain mental, physical and sex-based standards and "could undermine readiness, disrupt unit cohesion, and impose an unreasonable burden on the military that is not conducive to military effectiveness and lethality".

At the high end, that would mean Trump skipping three straight weekends at Mar-a-Lago to cover the cost for transgender military members to serve.

The study estimated that health care costs would rise $2.4 million to $8.4 million a year, representing an infinitesimal 0.04 to 0.13 percent increase in spending. "It requires the discharge of trained, skilled troops who have served honorably for decades". Almost two-thirds (64%) of the public favor allowing transgender people to serve, while 30% oppose.

By its very nature, military service requires sacrifice.

The announcement comes months after Trump first threatened to ban transgender Americans from serving in the military, in a series of tweets last July.

The White House had said it would comply with court orders in favor of transgender troops and let the military proceed with accepting transgender recruits starting on January 1. Federal judges allowed transgender service members to continue serving under the old ban and permitted transgender recruits to join the military as well.

Activists and Democratic lawmakers on Saturday slammed a new policy announced by the White House that would ban most transgender people from serving in the military. They have before. But should that fail (let's not forget, Neil Gorsuch is on the Supreme Court), Senator Kirsten Gillibrand introduced S.1820, a bill "to provide for the retention and service of transgender members of the Armed Forces", back in September of 2017. The policy also created a procedure by which such Service members could change their gender.
