"The United States must send a message to the world that we hold ourselves to a higher standard than our enemies".

A redacted executive summary of a Senate Select Committee on Intelligence report, which was released in 2014, concluded that waterboarding and other enhanced interrogation techniques were ineffective.

She's considered controversial because of her involvement in George W. Bush-era "enhanced interrogation techniques" - now widely viewed as torture - as well as her time running a Central Intelligence Agency black site and the destruction of videotapes of the interrogation of an al Qaeda suspect. Mark Warner (D-Va.), the top Democrat on the Senate Intelligence Committee, Haspel said that the controversial methods that sought to gain information from terrorism suspects in the aftermath of the September 11 attacks "did damage to our officers and our standing in the world". But critics have said she should have been more forceful in denouncing torture and Mr. Paul has said she had not come fully clean on her role in the agency's harsh interrogation and secret prison programs in the wake of the 9/11 attacks. "While I won't condemn those that made these hard calls, and I have noted the valuable intelligence collected, the program ultimately did damage to our officers and our standing in the world".

She needs only 50 votes but Republicans enjoy just a slim 51-49 majority in the chamber.

"I think Brennan did a good job in his position", Sanders said.

As a member of the Senate Foreign Relations Committee, Mr. Paul's opposition nearly triggered the panel to report Mr. Pompeo out of the committee unfavorably before the full Senate vote.
