European Union foreign policy chief Federica Mogherini said European Union experts were aiming to come up with concrete proposals in the coming weeks on nine key issues including ensuring Iran could sell its oil and gas products and have access to worldwide finance.

Iranian Foreign Minister Mohammad Javad Zarif arrived in Brussels for a meeting with his British, French and German counterparts later on Tuesday, shortly before Washington announced extra sanctions on Iranian financial officials.

Russian Deputy Foreign Minister Sergei Ryabkov said Tuesday the nuclear deal with Iran could not be preserved without some concessions from Tehran, Reuters reported, citing the Interfax news agency.

The agreement was signed on July 14, 2015, and ensured that Iran's nuclear program remains peaceful in exchange for sanctions relief. "I think that will sink in; we'll see what happens then", Bolton said.

Russian President Vladimir Putin has already spoken with Germany's Angela Merkel and Turkey's Recep Tayyip Erdogan about the efforts, after voicing his "deep concern" over US President's Donald Trump's decision.

After long negotiations, Iran had agreed in July 2015 to freeze its nuclear programme in return for the lifting of punishing global sanctions.

In the CNN interview, Bolton did not respond directly when asked whether Trump might seek "regime change" in Iran, or whether the US military would be ordered to make a preemptive strike against any Iranian nuclear facility.

In a pre-emptive strike on Tuesday, the United States treasury imposed new sanctions on the governor of the Iranian central bank, Valiollah Seif, and the Iraq-based Al-Bilad Islamic Bank - in both cases for allegedly moving millions of dollars to Hezbollah on behalf of Iran's Revolutionary Guards.

"Today we expect to examine how we can use the mechanisms at our disposal with the participation of the European Troika, China, Russia, Iran and the European Union to prevent the undermining of this important document, to prevent destabilization of the situation in the region and to prevent new threats to the non-proliferation regime".

German exports to Iran totalled almost €3bn (£2.6bn) in 2017, while French exports soared from €562m in 2015 to €1.5bn in 2017.

They include retaliatory sanctions, allowing the European Investment Bank to invest directly in Iran and coordinating euro-denominated credit lines from European governments.
