Baltimore community devastated after 'once every 1,000-year' flooding

But officials were just beginning to assess the damage.

Howard County Executive Allan H. Kittleman characterised the flooding as "very bad". Flash flooding and water rescues are being reported in Maryland as heavy rain soaks much of the state. "They can give the money to residents, but not to the business and property owners, and those are the people we're trying to help".

Gov. Larry Hogan also toured the area and promised "every bit of assistance we possibly can".

Ellicott City sustained severe damage in a July 30, 2016, flash flood that killed two people.

Rescue workers were out in force helping the stranded, braving flood waters that in some instances lifted automobiles to the first floor of some buildings.

Hogan says on Facebook that he is heading to Ellicott City, located about 13 miles west of Baltimore, after Sunday's flash flooding form recent heavy rains.

Loretta Moran was returning with her husband to their house on Main Street from their son's wedding the night before when they noticed the Tiber River was running extremely high.

Mike Muccilli, a meteorologist with the National Weather Service in Sterling, Virginia, said it's too early to make comparisons between the two floods. To see the damage on Sunday was "heartbreaking and devastating", Mr. Miller said.

The National Weather Service says almost 8 inches of rain flooded a Maryland community that was devastated by an earlier flash flood just two years ago.

Just two weeks ago, the Federal Emergency Management Agency gave the county $1 million to fix a culvert and replace a runoff pipe with a larger one.

While there have been no reports of casualties so far, the flood apparently caught some visitors by surprise. Residents have been urged to remain indoors and move to the second or third floor of buildings.

Baltimore County Fire Department spokeswoman Elise Armacost said: "If you don't have to be outside, you shouldn't be".

People were evacuated from portions of West End Main Street due to a gas leak; residents were urged to go to The Roger Carter Community Center, at 3000 Milltowne Drive, which was opened up to residents in need of shelter.

Some are already asking questions about whether enough was done after the last flood to prevent a similar catastrophe.

Howard County public information officer Mark Miller said a torrent of water was rushing through the streets.
