Even though the federal government has promised to backstop the pipeline expansion to guarantee it's built, no other interested parties have stepped up to the plate should Kinder Morgan abandon the project.

Deputy Premier Sarah Hoffman will be attending the conference on Notley's behalf.

Before he left for the meeting, Horgan said he didn't expect tensions over the pipeline to dominate discussions among the premiers.

The Alberta government has been putting pressure on BC for the past few months, instituting a boycott on BC wines, raising pro-pipeline billboards in BC, and, most recently, passing legislation that would cut off BC's supply of Alberta oil.

Horgan said last week that B.C. and Alberta disagree on the pipeline expansion, but that he and Notley are in agreement on a number of other issues, and have been friends for 20 years.

The move sems to have backfired and emboldened everyone fighting the pipeline.

The B.C. NDP government does agree with the Alberta NDP government on one point - cutting off shipments of oil, natural gas and refined fuels would indeed serve to punish this province.

Cheryl Oates, a spokesperson for Ms. Notley, said in an interview that the Alberta leader is focused on doing what she can on Trans Mountain. The company wants assurances it can proceed without delays by May 31.

Alberta sees the pipeline as key to moving bitumen from the province to the coast and from there to lucrative overseas markets.

"We have granted permits at the same pace and with the same process as the previous [B.C.] government", he said Tuesday. "At the same time - a pipeline that would matter greatly to the Canadian economy, that has gone through all of the regulatory hoops, which are onerous, now being blocked by the actions of the British Columbia government ... highlights the need for us to have a rules-based system in our country". "With 10 days remaining before Kinder Morgan's deadline, my only priority is to make sure the pipeline gets built so I won't be going to the Western Premiers' Conference this week", she tweeted.

"The Government of Alberta introduced and supported the Act because it asserts British Columbia is responsible for "delays" to an expansion of the Trans Mountain Pipeline, which transports petroleum products from Edmonton to Kamloops, Burnaby, and Washington".

"No minds were changed at this meeting", Moe said.
