Black Soldier’s Body Found In Ellicott City’s Patapsco River In Deadly Flood

Second 1000-Year Flood in Two Years Slams into Historic Maryland City

Crews have been hunting for 39-year-old Eddison Hermond, who was reported missing Sunday following torrential rains that prompted destructive flash flooding in historic Ellicott City.

One of the soldier's friends filed a missing person report with Howard County Police Department after his disappearance.

The body of Maryland National Guard member Eddison Hermond, who went missing after severe flash flooding in Ellicott City, Maryland, was found in the Patapsco River, according to a Howard County Police Department Facebook post.

Hermond and his friends went to help, and that's when, they said, he was pulled under and didn't resurface, Gardner added.

Howard County Executive Allan Kittleman has told reporters his immediate priorities were finding Hermond and assessing the condition of damaged buildings that housed shops, restaurants and families. A woman wanted to leave the restaurant to find her cat, and Lopez said Hermond lost his balance as he attempted to help the woman out.

A auto that was swept into the riverbank rests just off Main Street in flood-ravaged Ellicott City, Maryland, Monday, May 28, 2018.

Maryland Gov. Larry Hogan declared a state of emergency for the area, which he visited and to which he promised "every bit of assistance we possibly can".

It was the second time within two years that catastrophic flooding caused death in the historic town, located about 12 miles west of Baltimore.

But Sowers also said he saw other hard-hit locals laughing and joking about their troubles Monday morning - a good sign the Maryland town will launch yet another rebirth from raging floodwaters. He said others made it out of the area safely.

Officials have said the storm was worse than the one that struck in July of 2016, killing two and leaving the town in need of a total rebuild.

During the flood a handmade, white flag hung from an upper story of a Main Street building bearing the letters SOS.

In a Tuesday tweet, Howard County Police said they are still awaiting identification of the body.

Ellicott City has been methodically rebuilding since the 2016 flooding damaged and destroyed businesses. Sunday's torrential rains came just as the commercial district seemed to come back stronger than ever from a awful July 2016 flash flood that killed two people.

Some are already asking whether enough was done after the last flood to prevent a similar catastrophe.
