New Tory Brexit bust-up puts May under threat again

Theresa May fails to appease Tory rebels on EU Withdrawal Bill

He told The Telegraph: "I thought these issues had been resolved hours ago, but at the last minute an element has been changed in a way that is unacceptable".

Theresa May has insisted she has listened to Tory rebels' concerns after they rejected her bid to find a compromise over the EU Withdrawal Bill.

Prime Minister Theresa May had convinced most rebels - who want MPs to have the final say - to back her in a key vote on Tuesday night by giving them assurances.

Westminster has argued for continued access, but Brussels maintains third countries can not use the secret signal.Despite threats of British threats to launch its own domestic rival, the European Union has stood firm on its position of no third country access to Galileo's PRS but has said other public uses will continue to be no-limits access for the UK.A British absence from Galileo will, however, significantly hamstring the project, according to a UK Government source familiar with the Brexit negotiations.

The government tabled an amendment to the EU Withdrawal Bill on Thursday following crunch talks with pro-EU Conservative backbenchers. The Government's current proposal would neuter Parliament if the Government failed to reach a Brexit deal.

In response to the change, Mr Grieve said despite being aware of the possible catastrophic consequences of his actions, he would pursue a vote against the Government's Brexit bill next week if concessions are not made before then. He said: "I think it is unacceptable because it seems to me to be contrary to what the whole intention was behind this whole amendment".

Tory rebels say a government amendment drawn up to avert a rebellion over the bill next week is not acceptable. The spokeswoman said the government had listened to MPs who had called for the "ability to express their views, in the unlikely event that our preferred scenario did not come to pass".

Leading pro-EU Conservative Dominic Grieve said the compromise "cannot be accepted".

Brexit supporters on the 1922 Committee - made up of Tory MPs who do not hold Government positions - were swift to react once the implications of these concessions became clear, with one senior Leaver remarking: "If Theresa and [Chief Whip Julian Smith] have sold us out here they are in real trouble".

She said that in the week beginning Jul 9 the government would set out in more detail than ever before its ambition for future relations with the EU.

Mr Grieve said he had been involved in talks for two days and: "at the end of the process something was inexplicably changed, which had not been agreed".

"But it's also important that Parliament can not and should not overturn the will of the British people, which was to leave the European Union".

Under these circumstances, a minister must make a statement in Parliament setting out their next steps and give MPs an opportunity to vote.

Anna Soubry, who defied party orders on Tuesday and backed the meaningful vote amendment, also hit out. Calls for MPS to have a "meaningful vote" on Brexit are nothing to do with parliamentary scrutiny; they are about stopping Brexit.

Labour's Shadow Brexit Secretary Keir Starmer said: "The Government's amendment is simply not good enough".
