German Chancellor Angela Merkel's leadership under threat over migrant policy

Merkel therefore needs to balance Seehofer's demands to turn away migrants who have been registered in another European Union country - often Italy or Greece as their first port of call - with the frontline nations' call for solidarity.

At a meeting of the CSU leadership in Munich, the Bavarian party agreed to push for a policy on turning away migrants who had earlier been banned from Germany to be implemented immediately, but postponed until after an European Union summit at the end of June a ban on the previously registered, officials said.

She also warned the minister, Horst Seehofer, against defying her, saying she is ultimately in charge of government policies.

Merkel said the budget would be used to strengthen economic convergence within the euro zone, which was nearly torn apart by a debt crisis that took hold in 2009.

Merkel emphasized the need for Germany's conservative parties to stick together, but she and Seehofer may only have delayed a head-on clash. The CSU is determined to show that it's tough on migration, arguing that this is the best way to cut support for the anti-migration, far-right Alternative for Germany party ahead of a challenging state election in Bavaria in October.

However, her political capital is being eroded by a row with her Bavarian allies, who have given the chancellor two weeks to find a European solution to their immigration dispute.

But Merkel is firmly opposed, warning that it would leave countries at the EU's geographic southern periphery alone to deal with the migrant influx.

Merkel blocked the planned rollout last week, arguing that a bloc-wide solution was needed to what is a European problem.

"We must send a signal to the world: it's no longer possible to just set foot on European soil in order to get to Germany", a leading CSU figure, Alexander Dobrindt, told the party meeting.

Merkel's open-door migrant policy is widely blamed for the rise of the right-wing AfD, now the main opposition party in Germany's federal parliament.

Central and eastern European Union nations such as Hungary and Poland have either refused outright or resisted taking in refugees under an European Union quota system that has essentially floundered.

"No one in the CSU has an interest in bringing down the chancellor, dissolving the CDU-CSU joint parliamentary group, or blowing up the coalition", Seehofer was quoted as telling the Bild am Sonntag newspaper.
