Haley noted in her speech announcing the withdrawal that many member nations on the council, including Russia, China, Cuba, and Egypt, abuse human rights.

Haley has called for other reforms to the U.N. Human Rights Council, saying the group should make it easier to expel states with poor human rights records. In a speech to the council past year, Haley called out the body for what she said was its "relentless, pathological campaign" against Israel.

The Jewish Leadership Council tweeted: "We welcome the Foreign Secretary's statement at the Human Rights Council that its permanent agenda item on Israel is "disproportionate and damaging to the cause of peace".

"We will continue to lead on human rights outside the misnamed human rights council".

Haley is announcing the withdrawal at the State Department alongside Secretary of State Mike Pompeo.

The officials spoke on condition of anonymity because they were not authorized to publicly preview the decision, the specifics of which are to be laid out by Haley.

"For too long", Haley said, "the Human Rights Council has been a protector of human rights abusers, and a cesspool of political bias".

Johnson noted however, that the council had an important role to play in "the Israeli-Palestinian conflict under the right agenda item".

United Nations rights chief Zeid Ra'ad Al Hussein said on Monday "the thought that any state would seek to deter parents by inflicting such abuse on children is unconscionable".

That means the council will be left without one of its traditional defenders of human rights. At the rights council, the United States has recently been the most unabashed critic of rights abuses in China - whose growing economic and diplomatic clout has chastened some other would-be critics, rights advocates say. Israel's ambassador in Geneva, Aviva Raz Shechter, castigated the council for "spreading lies against Israel".

When the council was first established in 2006, the administration George W. Bush withheld its membership over similar concerns. "I call on the United States to immediately end the practice of forcible separation of these children".

It was only after Barack Obama came to power that Washington joined the council in 2009.

In March 2011, the U.N. General Assembly unanimously suspended Libya's membership in the council because of violence against protesters by forces loyal to Libyan leader Muammar Gaddafi.

Jamil Dakwar, director of the American Civil Liberties Union's Human Rights Program, said Trump's "misguided policy of isolationism only harms American interests and betrays our values as a nation".

The United States and Australia cast the only "no" votes.
