Brett Kavanaugh's long Washington history gives Senate much to review

Democrats' long-shot plan to stop Trump's Supreme Court pick

Republicans called the choice a triumph and rallied behind Kavanaugh. Senate Majority Leader Mitch McConnell, R-Ky., has promised to push for confirmation with similar speed.

A fellow judge there, Maryanne Trump Barry, one of the president's sisters, reportedly has recommended him to her brother.

"He is widely admired for his intellect, experience and exemplary judicial temperament", he said. The seat, vacated by retiring justice Anthony Kennedy, is expected to be filled in the coming months with Trump set to announce his nominee tonight at 9:00 PM.

Despite possible hesitance from Murkowski and Collins, three Democrats are considered likely to vote with the Republican majority in favor of Kavanaugh's nomination.

The pressure will be most intense on Sens. Joe Manchin of West Virginia, Joe Donnelly of IN and Heidi Heitkamp North Dakota. Sens. Heidi Heitkamp of North Dakota, Joe Manchin of West Virginia, and Joe Donnelly of IN are up for re-election this year IN states Trump handily won IN the 2016 presidential election.

Trump's nom was unveiled in the White House's East Room, picking from his short list provided by right-wing Federalist Society.

Appeals court Judge Thomas Hardiman was solidly in the mix as of Sunday after being first runner-up a year ago, said three people familiar with the process. Kavanaugh, with the confidence of the administration and concern from Left and Right alike, heads to the Senate.

Approximately 56 percent of Trump voters maintain his Supreme Court appointments were the most important factor.

The US Supreme Court is the ultimate arbiter on contentious laws and disputes between states and the federal government.

Trump is hoping to replicate his successful nomination of Justice Gorsuch previous year. "I will tell each senator that I revere the Constitution", he said. "It should and must take place again now".

It rules on such issues as abortion, the death penalty, voter rights, immigration policy, campaign finance and racial bias in policing.

Legal experts say his work on the D.C. Circuit bolsters his conservative credentials, but it also gives Democrats plenty of fodder on controversial topics in the looming confirmation fight such as a woman's access to abortion, gun rights, consumer protections and environmental regulations.

Anti-abortion-rights activists do not disagree.

Senator Dianne Feinstein said Trump's choice "could have a bigger effect on Americans' daily lives than any justice in our lifetime".

Given the current breakdown of the U.S. Senate, however, Kavanaugh's confirmation may be hard to achieve. Jon Kyl., R-Ariz., will accompany the nominee during visits to individual senators.

The executive editor of the Lawfare blog, Susan Hennessey, who is also a Brookings fellow in national security in governance studies, called it "completely freaky that the president has imposed an artificial, TV ratings-driven deadline on such a consequential choice".

Post-election analysis in 2016 revealed that the issue of replacing the late Justice Antonin Scalia was the deciding factor in voting for Trump for millions of Americans.

Kyl's job, known as the "Sherpa", is to usher the nominee to one-on-one meetings with senators and to help him prepare for the types of questions he may face. Feinstein is the ranking Democrat on the Judiciary Committee.

Judge Kavanaugh is relatively young, meaning he could serve for decades to come.

Continuing from the podium Monday evening, Kavanaugh said that he was "deeply honored" to be nominated to serve as Kennedy's replacement - Kavanaugh served as a clerk for Kennedy in the past.

"I'm not looking for an ideologue", Kennedy said. White House aides said they have prepared "rollout packages" for the four finalists.

"I've never seen a president of the United States in effect make himself a puppet of outside groups and choose from a group of right-wing fringe ideologues", he said on ABC's "This Week".
