However, a state election in the state of Victoria scheduled for late November is seen limiting Turnbull to dates before the end of October if he meant to hold a national poll this year.

Foreign Affairs Minister Winston Peters says it's too early to say whether the resignation of Australian Home Affairs Minister Peter Dutton will have any effect on trans-Tasman policy.

"I have been the shadow minister for health and finance, I have been the health minister, the minister for sport and I have been the minister for workforce participation".

The former police officer is a polarising figure for his hard line against asylum seekers, that includes sending refugee boats back and incarcerating asylum seekers, including children, in offshore detention camps. "Our job is to work for the people who put us here".

Mr Dutton could unseat Mr Turnbull by gaining another seven votes, leading to a tie that would make the Prime Minister's position untenable.

"That was not to be today and I understand and I respect the outcome and I fully support the Prime Minister and the Cabinet".

On August 18, he tweeted: "In relation to media stories today, just to make very clear, the Prime Minister has my support and I support the policies of the Government".

Dutton then refused to rule out a second leadership challenge.

The vote this morning confirms Mr Dutton has the backing of a significant group in the party room - mostly conservatives - to replace Mr Turnbull as PM.

"I have been in the parliament for 17 years and on the frontbench for 14. Labour's seen that, we've seen that", Frydenberg told Australian Broadcasting Corp.
