US puts pressure on Pakistan on behest of India, says Chinese scholar

"The ministers denounced any use of terrorist proxies in the region, and in this context, they called on Pakistan to ensure that the territory under its control is not used to launch terrorist attacks on other countries", it said.

The Communications, Compatibility, Security Agreement (COMCASA) was signed between the two sides.

"This is an important agreement and will be an advantage to India in the naval area". Reuters quoted experts as saying that the signing of the COMCASA agreement could also reduce the chances of the United States imposing sanctions on India for looking to buy Russian S-400 surface-to-air missile systems.

"What the protocol will be in sharing information linked to non-US systems is something that is not yet clear", he said.

The United States is also pushing countries to halt oil imports from Iran after U.S President Donald Trump withdrew from a 2015 deal between Iran and six world powers that was meant to stall Tehran's developing nuclear capabilities. India trades extensively with Russian Federation and Iran, which are now facing American sanctions.

Under new U.S. laws, countries that make deals with Russian defence or intelligence sectors can face sanctions.

Nonetheless, India does not want to provoke China on some sensitive issues, especially those which do not touch on India's core interests.

Most recently, the USA has taken issue with India's purchase of oil from Iran and its planned acquisition of a Russian missile defense system.

New Delhi, one of the biggest buyers of Iranian crude, will have to find measures to nullify the effect of USA sanctions on Iran.

He mentioned Indian Prime Minister Narendra Modi's statement at the Shangri-La Dialogue last June that said 'a commitment to common values must be shared - the foundation upon which we build a shared destiny'.

Despite the friendly tone of the summit, there are plenty of issues India and the USA do not see eye-to-eye on.

Pompeo said the USA values its relationship with India, and noted "we fully support India's rise".

If the S-400 deal is finalised, India has signalled it will ask Washington for a special waiver from sanctions, though a USA official last week said there is no guarantee it would do so.

In Islamabad, Pompeo and Dunford met Pakistan's newly elected Prime Minister Imran Khan as well as Foreign Minister Shah Mehmood Qureshi and Army chief General Qamar Javed Bajwa.

"Our effort here is not to penalize great strategic partners like India", he said. Official sources here described the "reprimand" as one of the important takeaways from the meeting which saw India and the U.S. agreeing to further intensify counter-terror cooperation. Two-way trade crossed $100bn in 2016 from just $5bn in 1990, turning the United States into one of New Delhi's key trading partners.

New Delhi has formerly said it will not comply with unilateral sanctions on Tehran. "They will certainly come up, but I don't think they will be the primary focus of what it is we are trying to accomplish here", he said.

India will continue to walk a tightrope between Washington and its traditional allies.
