"Laredo is not the sleepy town that we all grew up in", said Webb County District Attorney Isidro Alaniz.

Ortiz was captured after a potential victim escaped from his vehicle, investigators said.

Alaniz said Ortiz is suspected of shooting the four victims, two of whom were identified Saturday as Melissa Ramirez, 29, and Claudine Luera, 42.

Juan David Ortiz, a 35-year-old intel supervisor with the Border Patrol, is charged with four counts of murder for the string of killings that began on September 3.

"The county and city can rest assured that we have a serial killer in custody", Cuellar said.

He is a 10-year veteran of the Border Patrol. The fourth appeared to be a transgender woman, but authorities referred to her as John Doe.

Having just spoken with Webb County Sheriff Martin Cuellar, there is no doubt in my mind that the heroic efforts of these four agencies have saved lives; they are to be commended. Two other two bodies were located following the man's arrest, with the last victim's remains having been found north of Laredo, the alleged perpetrator's last hiding place. Ortiz provided a "voluntary verbal confession" to all four murders and Pena's attempted kidnapping and aggravated assault, according to the affidavit. Ortiz was captured in the parking lot of a Laredo, Texas, hotel after fleeing from state troopers. All of his victims were sex workers, including the woman who escaped, the district attorney said, and there are signs that at least some of them were not chosen at random.

This is the second Border Patrol agent at the department who has been arrested in a homicide case.

The victims were shot in the head, according to an affidavit. At least two were USA citizens; the nationalities of the others were not known, he said.

As a border town copes with the aftermath of a serial killer, law enforcement officials were thrown into the national limelight at a news conference this weekend. Laredo is about 150 miles southwest of San Antonio.

The federal agency issued a statement offering its "sincerest condolences" to the victims' families and saying criminal activity by its employees is not tolerated.

Her mother, Elva, said the woman was born Umberto Ortiz, in Laredo, but was later known as Janelle.

"It's super unfortunate and tragic", Alaniz said.
