A new round of evacuations was ordered in SC as the trillions of gallons of water dumped by Hurricane Florence meanders to the sea, raising river levels and threatening more destruction.

Thousands of people evacuated their homes, at least 37 people died, and millions lost power.

The president then traveled to SC, where he attended a second briefing and warned residents that the flooding was expected to continue.

On Tuesday, the North Carolina Department of Agriculture issued the mortality totals of livestock as the Department of Environmental Quality says that a dam in Duplin County was breached and numerous state's 16 rivers were at major flood stages.

The likelihood of more massive rainfalls also should raise red flags for both coastal and inland communities and get them to rethink plans for storm-related inundation, experts said.

Kinston Police in North Carolina also posted a video on Facebook showing clumps of fire ants in flood waters, warning residents to stay safe.

The trillions of gallons of water dumped by Hurricane Florence continue to slowly meander their way to the sea, leaving billions of dollars of damage in their wake.

But the aftermath of Florence's deluge is so vicious, rivers and waterways are rising fast across the Carolinas, burying communities and roads, and preventing evacuees from going back home.

In North Carolina, flooded rivers have left thousands of evacuees living in shelters and hundreds of roads underwater.

Gov. McMaster estimated damage from the flood in his state at $1.2 billion in a letter that says the flooding will be the worst disaster in the state's modern history.

Floyd's track formed a long arc from west to northeast before landing at North Carolina's Cape Fear, briefly turning seaward again before reaching Long Island, N.Y., the next day, the National Weather Service says.

"Although the winds are gone and the rain is not falling, the water is still there and the worst is still to come", South Carolina Gov. Henry McMaster said.

Evacuees from Pender and Brunswick counties should especially not go home due to flooding, he said.

Coal ash can contaminate water and harm fish and wildlife.

"I'm just assuming, based on the depth of the water that we had in North Carolina and the amount of rainfall, that we probably will exceed what we had in Matthew", Commissioner Steve Troxler said in an interview after flying over flooded areas.

"Water is now exiting the cooling lake through breaches - one large and several smaller - on the southern end of the impoundment", the statement said. A landfill containing disposed ash from the site has not been affected by the cooling lake, it said.

Before Duke Energy established a natural gas plant in 2017, the area had a coal-fired power plant until 2013. North and SC met the hurricane in readiness, but to avoid casualties among the population have failed.
