China accuses United States of 'trade bullyism' amid escalating dispute

This latest round of tariffs is the latest escalation of the mounting trade conflict between the world's two largest economies.

The response, which came just over an hour after the United States imposed new duties on US$200 billion in Chinese goods on Monday, underscores a deepening gulf between both governments in a dispute that observers say is less about a row over a bilateral goods deficit and increasingly about a United States desire to put the brakes on China's economic ascent.

The U.S. also imports a lot of finished electronic goods from China and many are included in the tariff.

President Trump, who has accused Beijing of exploiting the USA on trade, wants to reduce China's $375.6 billion goods trade surplus with America.

American companies importing Chinese products will now have to pay a 10 percent levy for goods, which will rise to 25 percent by 2019.

As China called off planned trade talks with USA officials, the latest round of retaliatory tariffs went into effect on Monday.

American officials say Chinese plans for state-led development of global competitors in robotics and other technologies violate its market-opening obligations and might erode US industrial leadership. Beijing has denied that USA firms are forced to transfer technology and sees Washington's demands on rolling back its industrial policies as an attempt to contain China's economic rise. Earlier, he threatened Beijing with further tariffs on around $267 billion of imports if Beijing retaliates against the latest measure. For example, desktop computers will carry the 10 percent tariff.

China on Saturday called off planned trade talks with US officials with a move by the US State Department to sanction China's defence agency and its director on Thursday contributing to the decision, according to people familiar with the situation.

Beijing fired back Monday, accusing the USA of making "false accusations" and using "increasing tariffs and other means of economic intimidation in an attempt to force its own interests on China by way of extreme pressure".

Though a senior White House official last week said the United States will continue to engage China for a "positive way forward", neither side has signalled willingness to compromise.

Rob Carnell, chief Asia economist at ING, said in a note to clients that in the absence of any incentives Beijing would likely hold off on any further negotiations for now.

Defiant in the face of increasing fears about the impact to the United States economy, Trump has threatened to hit all imports from China if it refuses to change policies he says harm USA industry, particularly the theft of American technology.

"We are going to win it", Trump's Secretary of State Mike Pompeo said of the trade war on "Fox News Sunday".

That would cover almost everything China sells to the United States. Beijing cancelled the visit of a Chinese negotiating team expected September 27-28 in Washington, The Wall Street Journal said.

Trump earlier this month accused China of targeting rural voters who support his presidency by hitting agricultural goods.
